Oskar exceeds expectations - 86 % population coverage achieved

29. June 2000

Oskar and its partners Ericsson and Siemens have met another critical license agreement with the Ministry of Transport and Telecommunications today - achieving 86% coverage and exceeding the 83% requirement. Now pre-existing customers and those considering joining Oskar's network (900/1800) have the additional benefit of a superior quality network utilizing a dual band handset and EFR*, which guarantees the best sound quality possible. In October 1999 Oskar signed turnkey agreements with Ericsson and Siemens regarding the delivery and implementation of a nationwide dual band 900/1800 MHz mobile telephony system to be operated in the Czech Republic. The agreements include deliveries and installation of switching and radio equipment. Against industry expectations and defying the time limits, Oskar succeeded in meeting the aggressive rollout commitments agreed to in the bid and is pleased to announce the completion of phase two.

Against industry expectations and defying the time limits, Oskar succeeded in meeting the aggressive rollout commitments agreed to in the bid and is pleased to announce the completion of phase two.

"Our rollout has been extremely aggressive and as a result we have been able, in conjunction with our network build-out partners Ericsson and Siemens, to fulfill another of our critical bid commitments in the marketplace," stated Jon Eddy, Chief Technical Officer at Oskar.

"This has been one of the most challenging and demanding rollouts ever for Ericsson, but our close partnership with Oskar has made this possible" stated André Grce, Oskar Key Account Manager at Ericsson.

"The speed of deployment has required very close collaboration with our network partner, Oskar, and we are proud to be contributing to the world's fastest GSM rollout said Joerg Lippert, Director of Mobile Communications, Siemens. "It's rewarding to see the result of our combined efforts," he added.

*EFR means "enhanced full rate". With GSM there are generally three possibilities of coding of the "subscriber's voice" into the digital signal, transmitted from the mobile station to the mobile switching centre. While the standard is full rate (FR), enhanced full rate (EFR) gives Oskar subscribers a much more comfortable sound since this technology is based on a different, more efficient coding of the "subscriber's voice" than FR.

Oskar is the brand name of Cesky Mobil, which was licensed to offer GSM services in the Czech Republic on October 8, 1999.

The managing shareholder of Oskar is Telesystem International Wireless Inc. (TIW). TIW is a rapidly growing, global mobile communications operator with over 2.9 million subscribers, in four dynamic geographic clusters. The Company's shares are listed on the Toronto Stock Exchange ("TIW") and NASDAQ ("TIWI").

In the United Kingdom, TIW was successful in its bid for a UMTS license and has established a company with Hutchison Whampoa Limited. TIW is deploying a pan-European digital specialized mobile radio (ESMR) network through its subsidiary Dolphin Telecom plc. Dolphin currently offers ESMR services in the United Kingdom in addition to analog SMR services in the United Kingdom, France, Germany, Belgium, Spain and Portugal. In addition to its Dolphin operations, TIW is the strategic and operating partner of the country's fifth largest cellular group in Brazil, with operations in four regions. In Central and Eastern Europe, TIW is the cellular market leader in Romania and recently launched services in the Czech Republic following its award of a GSM 1800 license. The Company is pursuing opportunities in Asia through TIW Asia, an affiliate established in October 1999 with an initial capital commitment in excess of US$420 million.
