Cesky Mobil exceeds established network deployment target - 42 % population coverage achieved

Cesky Mobil and its suppliers Ericsson and Siemens have fulifilled the objective of deploying the first GSM 1800 MHz network in a record-breaking three month period after the license award date. In October, 1999 Cesky Mobil signed agreements with Ericsson and Siemens regarding the delivery and implementation of a nationwide GSM 1800 MHz mobile telephony system to be operated in the Czech Republic. The agreements include deliveries and installation of switching and radio equipment. Against industry expectations and defying the time limits, Cesky Mobil succeeded in meeting the aggressive rollout commitments agreed to in the bid and is pleased to announce the completion of phase one. "Our rollout was and will continue to be aggressive and we will, therefore, be continuing to rely on the combined expertise of Cesky Mobil, Ericsson and Siemens to continue achieving our objectives," stated Jon Eddy, Chief Technical Officer.

Fulfilling the terms of the Agreement between Cesky Mobil and the Ministry of Transport and Telecommunications Cesky Mobil will be able to provide limited service to customers on January 8, 2000. The Agreement requires 37 % coverage at launch. According to the terms of the license Cesky Mobil shall be fully operational in July 1, 2000 with 80 % coverage. Nevertheless, the Company plans full commercial launch on March 1, 2000 when a new brand and positioning will be announced. Until this date the Company will continue to provide limited services and to operate under the company name "Cesky Mobil."

"While the coverage target has been reached the network is not yet fully optimized, which means that, at this point, we will have a phased launch," said Karla Stephens, Chief Commercial Officer. "This is quite normal at the outset. However; it is our primary business-focus to rapidly improve the quality of our services early in 2000," Ms. Stephens added.

Canadian-based Telesystem International Wireless (TIW) is the managing shareholder of Cesky Mobil. The other shareholder is Investicní Postovní Banka (IPB).
